Team 3 Kage wins easily since they are wayyyyy stronger and not only have more experience but also have many different techniques they can use. I'm not going to go in-depth (at least not now) because I don't think that team snake has a chance but I would love to hear other people's opinions.

I don't know enough about Garaga, tho I hear he petrifies like Harry Potter Basilisk?

Spoiler: My thoughts

Even if, the powers of the kage are a hard counter.
The Kazekage alone can take out the normal snakes with a whirlwind of iron bullets
The Tsuchikage easily weighs down the big Manda
The Hokage can use clones and Enma to btfo Garaga risk free

The snakes would need a massive speed advantage and better finishing moves.

For the fun of it:
The snakes can all move underground like a duck through water, so dodging the major techs is easy
Heat vision detects and dodges any major threat like Jinton
The ability to emerge at speed forces the kage to be on guard, which ironically makes it easier for Raga to stalk and petrify
