TCS uses clones. After he makes clones, benazz uses lightning spear. While the lightning spear is coming towards his clones TCS uses chidori nagashi (although it doesn't do anything). The lightning spear hits the clones and kills them.

I don't see the time conflict.

Well, as he states in his move he like shocks Benazz before he can use his move, therefore breaking the time frame rule
