No, he should reread part 1. They do grow close, very close and form a bond of rivalry which started during the Zabuza and Haku arc but because of Orochimaru, Sasuke began to get jealous of Naruto's growth and when Itachi came back, Sasuke totally flipped.Reread chapter 699 U_U
Yeah, but what about behind the scenes, outside of missions, in the bedroom?Kishi is so full of crap. All we saw in the series is Naruto and Sasuke constantly bickering. Then Sasuke sacrifices himself out of nowhere.Then they go home and are still bickering.
Then they enter the Chunin Exams and are still bickering although Sasuke comes to see naaruto at a rival. And begins to acknowledge his strength. That is acknowledgement as a rival. Not as a freakin friend or brother.
Who does he think he's kidding? I see no brotherly bond anywhere. They fight in the valley and all of a sudden Naruto sees him as a brother. I can understand their connection as both having been lonely and that's what connects them as rivals. But as brothers? No man just no.
And now I see why Kishi tried to shove this bond crap down our throats so much. My younger sisters are twins and they talk about how connected they are. I guess when you spend your entire existence bonded to someone else being alone can be harder for a twin then for other people. In that case I wonder why he didn't make Ashura and Indra twins. that would have been interesting.
Now he has to rely on them being brothers from another life for us to halfway swallow this jagged pill of bullshit bonds. oh yeah, and it seems like kishi was fluctuating between connecting them as brothers or friends. Throughout the story Naruto calls him either a brother or friend. He has been inconsistent with the type of bond he feels with Sasuke.

You can tell the difference between a 'true' writer like Oda or Togashi and a simple mangaka with a good stroy, great art, and average 'writing' skills. When it comes the the artistry of writing, Kishi falls far short. Such a shame-though I love the story which obviously has me here *****ing about what it used to be, what it became, and what I wish it was.
