Madara's gunbai repels a lot of things.
It's not actually defending against the attack, it's just repelling it.
As shown when Naruto was blasted back.

doesnt matter if naruto's tbb was stronger than the material it should've shattered it. The fact that it repelled the tbb means its stronger than it. So if you say that a mini tbb>susanoo then youre really saying madara's gumbai>susanoo U_U
