Naruto was capable of using Kurama's chakra to form a rasengan sphere. Considering Kurama being more willing to hand Naruto more chakra at this stage, I think he may be able to pull off TB Rasenshuriken

Likewise, Kurama was also capable of enhancing Naruto's own rasengan with when he battled Sasuke in the Valley of the End.

Unstabilized Final Susanoo could tank full Bijuudama....so, i don't thing adding Rasenshuriken with it could even damage Unstabilized Final Susanoo let alone Perfect Susanoo.
