Luckily, he no longer possesses the nine-tails chakra in him at all anymore, which leaves us to the other partial Jinchuuriki, Uchiha Hikusa. He has been dangerous too by-”
Tsunade interrupted, “He has greatly helped this village by aiding in the Sasuke capture and the Waterfall Village with repairs after its destruction. We now have an alliance with it, thanks to him.”
“He has also, using the Demon Fox’s Cloak-”
The male elder gasped, “The Demon Fox’s Cloak? How could a partial Jinchuuriki be able to use that?”
“They most certainly can. Sora used it during the blackout, and Hi used it to wipe out ten of my men before arriving in this village, ten valuable men. He still possesses his portion of chakra, stolen by the Uchiha! He is not from this time, but from 15 years ago!”
“Where’s the proof of him attacking your ANBU? I know about what the Uchiha did already”, Tsunade said.
“Here is a report from my subordinate, Fu” She read it, and threw it with disgust back at him. “Ah, and let us not forget the true Jinchuuriki of the nine-tails, Uzumaki Naruto. He is reckless and destructive. We need to deal with him, and Hi”
The woman elder asked, “What do you propose we do?” {End and back to Ama’s view}

H e said that he had to go train, but would visit me later. I rose after he left the building, well enough for walking, and secretly followed him. I was very curious to see his jutsu, but was also cautious as to not repeat what happened the day before. Here is my recount of the training that day. I sat there for hours watching each failed attempt. He would not give up! He made no progress, but still tried to over and over again until Naruto came to give him an idea.
“Why don’t you try using the other hand of yours to form it?” That spurred inspiration! Hi wildly spun his hand that didn’t hold the Rasengan! In time, he made a little progress and eventually got a perfect orb! It did disappear as soon as he formed it though, but that perfectly shaped orb was a beacon of hope to him! He then got another idea from Naruto to use Shadow Clones to quicken his training, since the experience they acquire goes back to the original. He did so, and progress moved ahead until, he did it! What a helpful sensei Naruto was! “Hi, well done! I want to show you something else, something I’ve been trying, but think you can only do!”

Danzo answered the elder, “I propose that we closely watch Hikusa, and Naruto in the village where they are free from the Akatsuki and from harming villagers”

He was in the ‘safe’ village at all times, but still Akatsuki members abducted him. If we keep our Jinchuurikis on the move, it will be more difficult to find them, besides I am Hokage! You elders are meant to give me advice, and I am not required to follow it. Right now you are giving me bad advice. I do not need to listen to such nonsense”
“You have a small point, Tsunade, but my men’s deaths are just the beginning! Next, it will be whoever stands in their way. When Naruto was out, and supposedly difficult to track, Orochimaru still found his way to him. Orochimaru was a former member of the Akatsuki and rogue ninja of this village. When Hikusa went to the Waterfall Village, he encountered two Akatsuki members, Hidan and Kakuzu. They were the ones that killed Asuma”
“First of all, those occurrences were coincidental. Hidan, Kakuzu, and Orochimaru were not tracking Naruto or Hikusa. They merely stumbled upon them. Also, Hidan and Kakuzu were the same two Akatsuki members that Naruto, the true Jinchuuriki of the nine-tails, defeated alongside Kakashi and Nara Shikamaru”
“Without Kakashi, Naruto would have-”
“It’s the opposite. Naruto saved Kakashi from Kakuzu killing him. Naruto rescued Kakashi”
The male elder concluded, “We will form a compromise. We will not keep the Jinchuuriki in the village for now as a test to see if Tsunade is correct. If not, we will keep them here. Also, we will have ANBU watching the two Jinchuuriki”
“AS HOKAGE I FORBID IT!”
The female elder said, “You do not have a choice. Let us hope your decision is not a folly Tsunade. We elders must depart now” The three elders left.
Shizune whispered, “Just go along with it, Lady Tsunade. We don’t want internal conflicts”
“Fine, but I will keep my own trustworthy ninja watching the ANBU as well.”
“Don’t do that. It would not sit well with the council”

At the ANBU headquarters, Danzo stood with Fu and Torune, high-ranking ANBU Black Ops members. “I don’t care about what Tsunade says, she will lead this village to ruin! Fu, Torune, I have a mission for you both to complete. I wish to have Uchiha Hikusa as an ANBU so I can keep watch over him closely. Also, I do not want the world to know he is an Uchiha, a third survivor of the clan. I will make it so he can activate and deactivate his Sharingan at will with my fuuinjutsu. Go to him, and convince him to come see me. If he refuses to either of those, I will ‘make’ him join”
They both yelled, “YES SIR!” and left. {Ama, but don’t end music!}

I watched until it was evening, after all his efforts the training grounds looked desolate from the blasts! Naruto was leaving and Hi approached me after. “So, you were watching this whole time? You could have gotten hurt, darling!”
“I was curious, but at a safe distance! Don’t worry! I wanted to-” A man with orange hair, and man with a black mask appeared! They had Konoha headbands.
“Who are you two?” Hi asked.
The orange-haired man, answered, “I am Fu, and this is Torune. We are ANBU Black Ops members. Lord Danzo wishes you, Uchiha Hikusa, to meet with him now”
“What for?”
“He wishes to help you with your Sharingan”
“By doing what?”
“He will explain, come” He followed, and told me to wait for him by my front porch. Of course, I followed him inside the ANBU headquarters unnoticed. Danzo stood by him. The two men left the room. “What do you want?”
“I wish to speak with you about joining the ANBU. You are skilled enough, and we would be honored to have you”
“I decline your offer. With all due respect sir, you were the cause of the people of Land of Grass being persecuted, and the death of my father. He fought for the people’s justice. I will never join anything you lead”
“I understand, but-”
“Then you will also understand that I will never do it. Now, those men said you would improve my Sharingan?”
“Yes. With my fuuinjutsu, I will make it so you can activate and deactivate your Sharingan at will. It is a useful skill”
“Fine. I’ll do it, but how does it work?”
“I will activate the jutsu, and you will enter your subconscious as I perform the jutsu. When I finish, you will be awake. IT takes fifteen minutes, but it will feel like n hour, I am sorry about that” {End}
