ROCK LEE (3 things would make Lee OP)
The Gates: Lee masters the first 7 gates (can activate and deactivate at will with no drawbacks or injuries other than an increase in stamina loss) and has access to all 8 of them, and can use Morning Peacock, Daytime Tiger, and the Violent Leaf Whirlwind Combat Style.
Drunken Fist:Lee masters the drunken fist state and can engage it even if he has had nothing to drink but is in complete control over his actions and memories of his false-intoxication... Think of putting himself in a medatative trance so he can feel like he's drunk from the memory of using Drunken fist.
Drunk Fist / Eight Gates Fusion: In a last pitched effort if need be Lee could, with the two abilities above, extend the use of the gates by doping through a forced mental intoxication... All the ups from gates, the added unique fighting style of drunken fist combined with the extra power from the violent leaf whirlwind style, and he could extend the time of the gates by numbing himself through the induced intoxication.
The combination and variety of these upgraded versions of powers he already has would make him even more powerful than his sensei when it comes to taijutsu, Lee at this level would be Upper Kage Rank with unmatched physical Speed and Strength and the use a unique and unpredictable fighting style.
