I don't feel Amaterasu would harm a chakra cloak only because the cloak is already harming the user and it's pure chakra it burns when you touch it. I'll go with naruto four tails.

When I think of 4 tails Naruto I immediately think, could Sasuke and the rest of Taka do what Orochimaru did when he was fighting him? I don't think they could to be honest, but then Amateratsu could pose a problem for Naruto, so I don't know. Without Amateratsu I say Naruto wins, but with it Taka takes it.

At least, not before the Hachibi was able to let out a TBB. If this is Sasuke after that fight, than he may use his knowledge over Amaterasu and Bijuu in general to take this fight. The rest can't really do much at this point.

This is pretty much during the fight so yes he knows how to use Amaterasu but he hasn't gotten a grip on it yet and it still hurts when he uses it
