Some people actually believe there's some element of skill to using the Kage Bushin. In actuality it should be blatantly obvious that's not the case, it always comes down to chakra.
When a Kage Bushin is made, a minute amount of chakra is lost in the making of it, the rest is divided between the clones and the user.
It's completely logical and valid to say "well, if you make 100 clones, you only have 1/100 of your maximum chakra, meaning it's not worth it", the only thing is that we, with our ways of thinking try to comprehend 1/100 of a user's maximum chakra as almost on the edge if death, the thing is: people have made chakra well into the hundreds even with low chakra reserves, whilst having those reserves depleted.

Notice that this was Kakashi with horrible chakra reserves, exhausted, and all Bushin were using their Sharingan.
People assume that because Tobirama made only two clones that that's his limit - in the face of someone like Kakashi making double, or even triple digits worth of Kage Bushin at any one time is invalid. Tobirama himself even envisioned not only making Kage Bushin, but also Kage Bushin making more Bushin if those Bushin, and then some. Each time going from the dividing lines would mean every successive Bushin would cut it's chakra by 50%.

From that scan alone we can conclude that we cannot comprehend the value of Chakra - something we always try to do.
In conclusion; any Kage Bushin user with High reserves can match any feat made by part one Naruto (who, whilst suppressing the Kyubi's chakra in his older age had only a couple times more chakra than Kakashi.) or Kakashi, or any other user (like the fodder Rock-nin that made twenty.) can be matched by any high chakra level Shinobi like Minato or Tobirama. They don't need feats, as it's all about Chakra ultimately.
Bear in mind the Kage Bushin's chakra returns to the original when they have dispersed.
The initial statement in the DB suggests that Hiruzen in his prime could use Tajuu Kage Bushin No Jutsu, thus implying his hype chakra levels were indeed significant.
