1 - 8 seem to be equally divided, the 9th however eclipses them.

We know that 50% Kurama is at least = to 5 Bijuus.

So the premise is accurate that the chakra wasn't evenly divided.

I had mentioned about this issue in the past few months ago.

SO6P divided the Juubi chakra into 9 separated portions.
Using his "Creation of All Things" he created the 9 "Shell" as container Juubi chakra.
When putting the Juubi chakra on the last - Kurama;
he added some of his own chakra into Kurama.
When Naruto upon having Kurama chakra, he also had SO6P cloak.
SO6P would knew that whoever had the Juubi, that person will be very powerful.
He used Kurama as the way to give another person, to counter whoever control the Juubi power.

Kurama is actually closer to the Sage and the center of the circle when compared to the rest of the Bijuus. And plus, it's as if the Sage is walking towards Kurama for a reason.
