Think like Shukaku. Shukaku doesn't like Kurama because he gets treated as the weakest by him because he has only one tail, but strength isn't just judged by the amount of one's chakra. Shukaku can also perform sealing jutsu and magnet release. Son Goku only has 4 taiks but has one of the most powerful elements in his arsenal, and that gives him a great edge.

Isn't that because a perfect Jinchuuriki is more powerful than just a Bijuu on it's own. It's both Naruto and Kurama's power combined and focused into one. The same way Juubito was more powerful that the Juubi inteslef.
