In terms of power, Kurama and Hachibi stands as the most powerful chakra in quality of them all. In terms of quantity they're the same.
As for jinchuuriki you cannot compare Bsm Naruto to Killerbee. Bsm naruto has senjutsu+half of kurama+7 other pieces of biju chakra so of course Naruto will be stronger.
