tail beast and sharingan and rinnegan

since the jubi has 9 sharingan tomoes

is it possibe hat each of the tail beast has 1 sharingan tomoe and goes up all the way to 9 tail

like

1 tail=1
2tail=2
3tail=3
all they up to 9

but the tail beast have to be one to get the sharingan and then get the rinnegan (fuse with jubi or some where along that line) and some kind of seal

if is not that then why did the jubi base form(statue) didnt have sharingan and rinnegan i think it had 9 eyes

However, Rin'negan is the Ultimate Dojutsu which the Sharingan descended from. The Rikudo possessed the Rin'negan and split the Jubi into Nine Pieces.

I think the tomoe on the Juubi's eye is represented by the tailed beast as well. The Juubi is not complete yet so he's missing a few tomoes. Either that or it's missing 3 tomoes because the Sharingan comes from the Juubi. Either one makes sense to me.

im guesing that the jubi has to reach the final form to get 9 tomoes since it has 8 ant 9 chakra
