Gai or Lee wins if we include gates. The gates Jutsu's are purely Taijutsu, so that counts. If we don't count that then...

Maybe Sasuke.

Speed plays a big part in Taijutsu and without Raiton Armor, FTG, Senjutsu and other Jutus and Forms, Sasuke is one of the fastest characters in the manga by feats.

Sasuke at the age of 12(?) managed to on not only move at un-weighted Lee's speed but use the same advanced Taijutsu style. He trained his body to handle it after only a month of training when it took Lee years. Sasuke's only notable problem back then was his stamina as he could not sustain that speed as long as Lee could, but that's clearly and logically changed after the three year timeskip. If Sasuke got that good with month of training, it's frightening to think what he could achieve in three years in the Taijutsu department.

Not to mention that he also has all the advantages of the Sharingan including pre-cog movement prediction which to my knowledge only he has shown in the canon manga. (VotE)

And while it's speculation, Sasuke did take out one thousand Shinobi, alone, without injury and without killing them. This not only shows his skill but also because of this it's logical to assume that he did it with Kenjutsu and Taijutsu only and not his lethal Chidori and Katon techniques.
