Looks:
The most striking feature of the character, Taiga, is the large, elaborate tiger-head mask worn over his head, which completely obscures his identity and serves as the primary thematic element. This stylized mask is rendered primarily in bright yellow and white, featuring exaggerated, fierce teeth and striking red accents around the eyes and jawline. Adding to the ceremonial look, decorative structures resembling striped horns or stylized ears, colored in red and white bands, adorn the top of the headpiece. A small, patterned red and white charm or veil hangs from the lower part of the mask, further concealing Taiga's face.

Taiga's upper body is heavily layered with symbolic and performance attire. A prominent, sweeping cape of bright yellow fabric is draped over the right shoulder and back, heavily patterned with bold black tiger stripes to visually reinforce the animal motif. Contrasting this is a simpler pale blue-green/mint-colored shawl draped over his left shoulder.

For the lower half, Taiga wears loose-fitting, dark brown shorts or hakama bottoms that end above the knee. His lower legs are similarly protected with white fabric wraps securing the ankles and calves. Taiga's footwear consists of traditional, high-platformed black wooden geta sandals, which are held in place by red fabric straps.

Background Info
History:
Taiga grew up in a family of performers, having been found abandoned during their travels. He was raised as a dancing acrobatic, but also trained in basic fighting and shinobi skills. Unbeknownst to him currently, he is a member of the Uchiha clan and has yet to awaken his Sharingan or related abilities. He is travelling solo at the request of his adopted parents, who want him to expand his horizons and go off and learn more shinobi skills, as they saw he had a proficiency for the field.

So a couple changes I went ahead and took the liberty of doing since they were minor technicalities: You had listed among your specialties "Increased Handseal Specialist" which isn't a thing, and the only other specialty that follows that lingo would be "Increased Elemental Specialist," so I went ahead and altered that, highlighted by the red coloration to show what was changed. After that, I removed "Phasing Migration" from your list of skills, as that doesn't explicitly stand out as an independent ability but rather a technique encompassed by Sharingan users. So having it outlined there would be like including an individual fire technique in your list of "skills" while still having fire listed as an element you've learned. Kind of redundant and can lead to some confusion if folks aren't aware of what Phasing Migration is.

Outside of this, you'll want to be careful swapping out your NW bios too frequently or carelessly, especially if they are two different characters entirely. The cause for this concern is that if you are in the midst of an activity -be that a Rift, Storyboard Mission, etc- in the NW with one character and have yet to resolve it before you switch your characters around in submissions, you can end up voiding whatever progress or activity you had started previously, resulting in an automatic fail if it wasn't concluded beforehand. So just keep that in mind for the future.
