After watching the latest episode, my sympathy towards the Uchiha clan grew.
Uchiha Fugaku was very dedicated for his clan to involve in shaping the future of Konoha. Itachi told the clan about how he thought that there is a lack of unity among the elders of Konoha. The clan members showed that they really care about Konoha and its prosperity.
But still, the Uchiha members were more loyal towards their own clan. And for that, I despised Tobirama for what he had done to the Uchiha! Had he not segregated them like that, and encourage them to live and mingle with other clans by not putting them at the border of Konoha, things would had been different!
He knew that the Uchiha had the potential to be "crazy" and turn evil "when they lose love" (or whatever), but imprisoning them didn't help and won't ever really help at all. When you let crazy people live closely together almost exclusively, an even bigger threat can emerge from them, because they are more likely to unite with each other. One person can easily influence the entire clan.
If the Uchiha were to live closely among all the other villagers, they would be less self-centered. Their care for Konoha and its villagers would become stronger and better than their loyalty towards their own clan.
Because of the better relationship they established with the other villagers, the villagers will have more favorable view of the Uchiha too. After that, the Uchiha would be trusted even more as loyal citizens, and there won't be any suspicions that they involved in the Kyuubi attack.
And imprisoning them only promoted Madara sympathizers, like Orochimaru said.
