Swift Release is a Kekkai Genkai which originates from Sunagakure. This is a unique ability since this makes the person very fast in his movements (up to +15 speed) and cannot be tracked by ordinary ninjas at all. It involves the mixture of Lightning and Wind chakras into oneself making them more faster than ever since the stated elements are known for their speed. Even Sharingan users will have a bit of tough time to create a counter against a Swift user. For a Swift technique to be launched, the user must perform the Boar hand seal and then coat themselves with Swift chakra, this would grant them high speeds.
The only known canon user is Hiruko who has stolen it from someone.
There are no actual strengths and weaknesses to it. The only problem with Swift is that you can only move in one direction and in case the enemy might see where your direction his, he might be able to make a rudimentary counter by doing some technique at the apparent position of mine.
Okay, Swift allows you to move at incredible speed that the normal eyes can not follow, though you are running on the ground, you are not teleporting, thus using jutsu like Swamp of the Underworld is quite the stopper for swift users. Also you can run fast but when you want to attack, your are normal as you can be as your punches and kicks are not infused in swift.
Though new jutsus are now out that corrects this deficit. And maybe a few swift usage that allows you to jump while still in the influence of swift chakra. Though jumping with swift is a lot slower than running with swift.
Now begin to focus on your chakra. Build the lightning nature in one hand and build the wind nature on the other and bring both hands together to form swift chakra.
As my sense ordered, I widen the gap between my hands and my hips. Then I slowly send chakra into the palms of both of my hands via my chakra points. With that done, I mold the chakra present in my left hand to turn into that of lightning while the right one is molded to turn into wind chakra. With both the elemental chakras present in my hand, I bring them close towards each other causing them to combine at once creating a new form of chakra, it was Swift chakra.
Now using the same process though not into the hands now, Knead your chakra from your core, then partition the kneaded chakra into 2 portions, one with wind nature and the second with lightning nature. Merge them together to change the entire nature to a special one. Then gradually release them from all of your tenketsus.
I close my eyes in order to feel the chakra flowing throughout my body. I could feel it rushing through my chakra points almost everywhere in body. I slowly take control over the chakra flow and differentiate it into separate places. Once done, I slowly mold one part of the chakra into that of lightning and the other into that of Wind. Slowly, I bring both of those chakra types together causing them to cause a reaction of sorts which gave birth to a new type of chakra which I had previously done. Just like the previous type of chakra, I allow the newly found chakra to run throughout my body making me feel like I am energetic and fast on my feet. With that done, I slowly open my eyes and look at my sensei awaiting for his commands.
Now that you are cursed with swift chakra, I want you to try moving in a blink of an eye through a short distance. Though the swift chakra as of now is weak and short lived, you should be able to maintain for a second or two. This might be difficult at first and the speed may not be that fast, but with practice you'll begin to move in a blink of an eye.
With the swift chakra present all throughout my body, I try to get accustomed to the new sorts. Then I channel the said chakra into my feet and puts forth my right leg forwards causing a sudden jerk in my body. That wasn't the power of Swift at all. Once again, I try to concentrate even more chakra into my legs and while doing so, I start to think about the fastest things in the world. From the animals to the birds and to the fiercest storm. With the speed in my mind, I once again put forth my leg while releasing the swift chakra to make me go super fast for a temporary amount of time. Within a second, I covered up more distance than a person to walk it in a few seconds. I only had one word to say after performing my first Swift feat.

The clone once summoned, I quickly get into my attacking position. But surprisingly, the clone was slacking off and was not paying that much attention. Taking that small thing into my advantage, I perform the boar hand seal while combining the lightning and wind chakra into one thing which I then thoroughly release through all of my tenketsu by channeling into them and then ejecting it outwards giving me a special ability. With the hand seal performed, I loosen my hands and run off towards him at a blinding speed. The clone was suddenly wary of this but due to the high speed, it was therefore unable to keep up with my movement towards it and had fallen prey to my next attack. Once I am there right before him, I gaze at his eyes with my blood lust running through my body making him suddenly feel fear due to the sudden appearance of bloody eyes which depict the level of my blood lust. My fierce nature with the violent type of fighting style traumatizes the brain of my opponent leaving him at my mercy. The clone would just be stuck in that same position removing off it's abilities to move. With the wide opening I have been provided with, I clench my right hand, hurling my fingers into the palm in order for the knuckles to their work. I pull back that arm backwards and then send it in a directional manner that would help the arm gather momentum which I would then use it to hit the clone at it's chin causing it to fly backwards quite a distance before being destroyed in a puff of smoke.

Description: Killing Intent pertains to the ability of the user giving off their pure killing intention and having it affect their opponent and others around them up to the point of paralyzing them. When the Killing Intent is particularly strong, it can even give the victim visions of their own gruesome death, nausea, pain, etc. This can cause the Killing Intent to be confused with a genjutsu, despite not being a genjutsu at all; simply a showcase of intention and power. The target will feel as if facing an overwhelming enemy and, even if not a sensor, will suddenly feel the pressure of the users chakra and its magnitude, making the effect that much more dramatic. To effectively be used, the user needs to focus on his target and concentrate on the killing intent towards it, meaning that one must see the target and be focused on it. The strength of the Killing Intent is dependent on many factors and go through several levels. If a difference in rank smaller than 2 ranks exist, the enemy will feel only the pressure and the ominous presence of their dark intentions. Its enough to lose your grasp on a weapon or stay clinched to it (depending on the situation) or even to hesitate in an attack, stumble or mess up a handseal, all depending on the situation and proximity. The effect is small and normally not that significant but can be effectively used to pressure enemies into making a mistake. If a difference of 2 ranks or more exist, the enemy will be frozen, almost unable to move as the overwhelming killing intent dominates their own conscious and riddles them with nightmarish versions of death. The paralyzation gradually weakens as time passes and can only be maintained while the user is focused on the target. The further away the target, the weaker it is and it can only fully paralyze a target within short range. Similarly, the more targets one focuses on, the weaker the effect is in each one (divinding the effects equally between the number of targets). Lastly, the stronger the user is in relation to the target, the stronger the effect will be. The target can counter Killing Intent directed at it through pain, "mind cleansing" techniques or their own Killing Intent.

Do I have to hold the Boar hand seal in order to maintain my speed?
Possibilities? Hmm.. I need to think a bit about that as the possible counter I have in my mind right now may not work under some circumstances. Just as soon as my opponent takes off, I might as well use Chidori Nagashi to temporarily paralyze his movements such that he won't be able to use Swift or move fast for some period of time. But the down fall is that in case the other person has Lightning as his main specialty, it won't cause any damage to him and would allow him to continue on with the technique as the specialty gives immunity to Chidori Nagashi as stated in that technique. Since I have mastered Taijutsu, I may at least see the traces of where he left towards, I may look at the ground in case it's sandy and notice the footing, the way he moved. So from that assumption, I can produce a rudimentary counter. Thinking about the downfall of the Chidori Nagashi, I can use the Plasma Ball technique located in the B-Rank list of Lightning which helps me to release a sort of barrier around myself which would then shock my opponent in case he tries to get near me. If I am a Swift user myself, I might as well use that same technique in order to go towards some other direction though I won't be guaranteed that my opponent won't be there.
So yea, those are the ways I can think in order to protect myself against a Swift user.

Now for your counter, Its not too bad but isn't Nagashi way too generic. Now there are some instances I can suggest If you are able to track and react prior to your bio:
I recommend Taijutsu, Drunken Fist or something with quick reflex. If you can track but not react to: A transformation jutsu, handsealess ninjutsu or propulsion could suffice You can not track nor react to: I suggest you take the hit as it won't kill you. Then after taking the hit, you can put up defensive measure against further occurences. Earth Spear jutsu, Sensory, any sort of amor etc.
