I still firmly believe Sasuke's will be nearly on scale with Madara's. He needs the extra destructive capacity.

chakra levels only affect how long you can keep it up,the nature of your chakra whether dark or good determines the form the susanoo takes,whether demonic(sasuke's),more human(itachi) and the power of you chakra also determines the base strength of your susanoo( see madara's and sasuke's ribcage) the skill of using susanoo also applies too,(sasuke's enton and madara's legs). Itachi's susanoo is the same size as sasuke's and was the same size when he became an edo.
