The manga suggests that for an Uchiha to activate the Rinnegan he/she needs Senju Hashirama's DNA and a Mangekyo Sharingan. And even after fulfilling these conditions there's no telling how much time will it take to activate it or maybe the Uchiha simply can't.

Madara Uchiha was the greatest of all Uchihas and had injected himself with first hand Hashirama DNA and Madara waited for a life time for the miracle to happen. Obito Uchiha waited had the Magekyo and Hashirama DAN for 18+ years and even after becoming the Sage he was unable to activate the Rinnegan [his own]. Sasuke has nothing.

Sasuke getting a new Susanoo is a stretch itself seeing how we've already seen the Susanoo's ultimate edition [Madara's Destruction Incarnate] but Him getting Rinnegan via Sage powers is laughable U_U

bold 1-suggesting is not a certainty madara got it in old age and assumed it was senju dna but we still don't exactly know what triggered it
