I found it strange he activated it through use of the Rinnegan. Well, it's said the rinnegan is the final form of the sharingan, so that's probably why.
It does resemble the Gedo Mazo, but not that much really.

I think only someone that has mastered the Sharingan to the point where they unlocked Rinnegan can activate this susanoo.

Probably this. It doesn't resemble the Gedo Mazo to me other than it is giant and humanoid. Other than that, it just looks like another style of Susanoo.

Its more likely a hand seal. We've seen Madara's Susanoo form hand seals before when he used that meteor jutsu.

Because this new susanoo is like a Rinnegan enhanced version.

Madara's been using the "rib-cage version" of his Susanoo up until this point. This big Susanoo is merely Madara's "Complete Susanoo". Even Sasuke and Itachi have used their own complete Susanoos. The only difference is that Madara's is way bigger than theirs. Which isn't surprising since Madara was hailed for being born with exceptionally powerful chakra, even by Uchiha standards.
