Was susanoo already in the making during part one or did Kishi create it to compensate for kurama overwhelming power?

It's definitely to even out Naruto and Sasuke but I think he knew he wanted to combine Susanoo and Kurama TB form at some time.

Considering the line from Sasuke when he was 12(that time crying) then forward a few hundred chapters and a repressed memory of Itachi crying after the massacre resurfaces.
Naruto on one of the covers riding a tornado (forward Naruto uses wind style)
one of the covers during the Wave arc has a picture of team Minato, Kakashi's sharingan(Sasuke noting only uchiha had it...of course kishi had to ponder how this non uchiha acquired it) and motto (Then forward to Kakashi Gaiden)
another cover during wave arc having Naruto with a toad, Sakura with a slug, and Sasuke with a snake (forward introduction of Sannin, then they become their students, Finally they summon the trio)
The Moon increases Shukaku's bloodlust and the fact that the one tail was the spirit of an old sand priest(forward we find out about Juubi's relation to the moon and get the flashback about Shukaku's priest Jinchuuriki who was treated like the beast itself even called Shukaku)
The whole point of Kakashi gaiden(then the masked man mystery...don't frown, remember this series is aimed initially at junior high students(though it seems to complicated for some adults around here to follow...seriously?

Akatsuki meeting saying Orochimaru left the organization 7 years ago (finding out Oro was in root so it is possible this was the organization he left and not Akatsuki)
and the fact that Naruto was not always a weekly Manga and Kishmoto at one point claimed to have the major events planned...Leads me to the conclusion that he did have things thought out from even the early chapters of part 1(He'd already hyped Kurama from the start to be able to destroy mountains and create tsunami's,in the forest of death with just initial jinchuuriki form Naruto could already hold back a snake summon bigger than a house. So i can believe he thought about the ramifications of going from no tails to nine and how he was going to keep this overpowered teens destined rival relevant)...his readers just have misgivings about his controversial execution(conflicting with their personal fanfictions...usually dark, emo, and really suited for seinin manga) and have started to bash everything, skip around when reading chapters(or just plain lack reading comprehension) and spew misinformation in the most derisive why they can, which gets parroted by other haters who don't even both to read it. despite the type of story this was going to be having been foreshadowed in the wave arc( whether a ninja was a tool and Naruto not liking it and deciding he would do things his way)
