Naruto was able to restrain madaras susanoo arm, but he wasn't able to move either.
But then a gain susanoos chakra arms are strong as it was able to tank juubitos technique although it sustained great damage.

No offense but Tsunade was only able to break through Madara's Susano'o with a combined effort of all 5 Kage.

Tsunade is strong and can punch down walls and break bones with single punches, but Susano'o arms can crush a person in a single squeeze and cause just as much devastation as Tsunade.
