Susano can't be seperated from the user because its used to protect them. Also the amount of strain it puts on the body, moving is a little difficult. itachi walked towards Sasuke with it active, but i doubt they could run with it active.

it hasnt been stated but i doubt it.That susanno really hurts them they start bleeding and crying blood so why would they use it like a summon it wouldnt be pratical its really slow.

maybe it was just because Itachi was sick then and it brought him closer to death? :shrug: (that Itachi was having a hard time moving)
