cell was a solar buster, characters like janemba who can manipulate reality, punch thru dimensions with his fists and space warp was a universe buster and they would still get stomped by bills let alone whis, whis is obviously like no other universe buster and a multiverse level threat, unless we see whis actually fighting, we will never see his true strength but in this picture it looks like whis was using at most 1 percent of his energy since he effortlessly stomped bills

Question 2.

Goku and Vegeta together didn't even hold a candle to Omega Shenron but when Gogeta came out he wrecked Shenron.
If Goku is a 6 and Whis is a 15 then Vegeta should also be around a 6, Gogeta should be strong enough to win against Whis, only thing is SSJG Gogeta is going to last how long? A few minutes?

And not to mention, is it even possible for Goku and Vegeta both to be in SSJG?
