I would have to say Laws... his devil fruit has so many applications in a fight such as the one with smoker. And once he gets your heart your done. But maybe im leaning that way because he is one of my three fav characters lol.

Now that I think about it, Bartolomeo's fruit is the most annoying or somewhat strong.

That barrier thing easily handled fisherman karate and that kings punch.

Even Diamete hasn't one-shot him already

I'd say Luffys is the strongest and Barts is on par with Luffy for annoying.

Luffy is put over Law imo because if he tries to pull out his heart his skin will just stretch back, he can't grab it without using Amour Haki.
I say Luffys is most annoying for that same reason, and Barts is the most annoying because he can tease anybody as terrible as he wants behind it with no fear.
