I like the idea. If he somehow gets the Shukakku, he could possibly be an imperfect Juubi. Why do you say he is weaker? Does it state the power relationship between the beasts?
I always believed that a beast was equal in strength to all the others below it combined e.g. 9 tails - 8, 7, 6, 5, 4, 3, 2, 1 tails combined.
Madaara's Juubi has the Shukkaku plus most of beasts 2-7
Naruto has 50% of the Kyuubi plus the rest of beasts 2-7
It is evident that even at 50% power, the Kyuubi is still more powerful than the Hachibi, and together, they are stronger than the other 7 (without shukkaku).
I believe that if Naruto gets a Juubi, it could be more powerful than Madaara's.
Please don't hate or demand facts, this is just my opinion based on things I can remember. It would take forever to find evidence for thses things.
