Is Akira Toriyama the one who decides what happens here?

Idk but I think he complained about Toei not really listening to him.

From my knowledge, He sends them a rough script of the plot and they fill in the blanks, Kind of like they do in Naruto/Bleach anime episodes and so on.

Problem is there is no official cannon so we cannot compared intended feats to feats added by the animators to increase run time on the episode.

Oh i see.

About the official canon, technically, Super anime is canon while what happens in the manga is an adaptation made by Toyotaro. So technically, Toriyama's script + Toei's filler = Canon

I would move Super to Madhouse. Just look at HXH or Paratise. Those animations are orgasmic. While Toei is now the joke of animators.

I was under the impression that they are both adaptations. I think both the manga and anime follow the same rough scripts they just go about it differently.

People seem to be making the assumption that because the Anime comes out first and more consistently that the manga is an adaptation of the anime but i have yet to any statements that go along with this.

Toriyama provides the story, but the anime team does add their own bits here and there

I heard he got pissed off with the DBS animation.

Yes. The animation is the director's responsability. Nothing to do with Toriyama, who does only write the script.
