Base Naruto during Itachi pursuit arc has 4 in ninjutsu. Sasuke and Naruto have equal rankings in taijutsu, so no, you're wrong.

The way I see it:

Since Sasuke relies so much on his Sharingan, he's going to try to intercept an attack that his Sharingan would normally allow him to see though, but since Sharingan isn't active, the attack is going faster than he initially realizes, which means something like this won't happen
