I'm actually a little confused by Suna I have been for a little while.

The fourth Kazekage was Gaara's father and he was killed before the chuunin exams in part 1.
When we later saw Gaara in part 1 he was not the Kazekage
During the break Gaara became Kazekage. Now given Kankuro and Temari are jounin we can presume Gaara was once a jounin as well. So what exactly did Suna do without a kage? And why is it they didn't have any capable ninjas who could've became a kage instead of waiting for a teenager to mature?

Gaara's dad was killed by orochimaru, he was kazekage for a while. In part 2 when he was edo he said to the other kage he was the 4th kazekage. Im just guessing they went without one until gaara became nice enough to fill in his role

The council probably managed the village til Gaara was a little older.

The village council stabilize the village until Sunagakure found their new Kazekage. I am assuming that no one was strong enough to hold such a important tittle at the time. Gaara was elected until the council came to the decision that he must first control the Ichibi One-tail and under surveillance so that he doesn't go berserk or something.

Yeah that is something that has bugged me for quite a while. I would be ok with the council deciding that it was best to wait a couple of years for Gaara instead of choosing someone who would eventually become weaker than him... if it wasn't for the Leaf Village and its large supply of Kage level ninja at all times.

Everything goes for the sake of plot, I guess...
