I think Suna wins with these conditions.

Most ninja mentioned in OP are highly intellect to Solve tricks of Pain, with these number of opponents they can lure Paths into individual battles and Preta is not absorbing puppet projectiles. The only problem is Deva, which can get attacks with this amount of opponents during 5 seconds of interval.

Suna takes this mainly because of Gaara and the 4th. Temari takes down the Human Path, Kankuro and Chiyo take down Naraka and Preta, Sasori focuses on Asura, the 4th goes for Animal, and Gaara focuses on Deva until the 4th and Sasori can assist him.
