Suna is the weakest in terms of military strength, I think even the databook confirms that.

But Gaara is going to be the best Kage IMO (unless Naruto becomes one). He's only 16, he has so much promise.

-Get fodderized by Sasori
-Get fodderized by Orochimaru
-Get fodderized by Deidara (not really Gaara's fault, and why do you even have a 16 year old as Kazekage?)
That's when you know your village is weak

- Gaara could've killed Deidara.. but he had to protect the Village itself.. leaving himself Open. It was a bad field advantage for Gaara.

- 4th Kazekage was betrayed/assassinated somehow.

-Sasori probably poisoned the 3rd Kazekage.

Well the weakest Militarily are by far Suna and Kiri....The Sand only has Gaara, Temari, Baki, and had Chiyo/Pakura. The Mist had the 7 swordsmen and Haku...now the only real person standing is Mei, and sadly her personality is unable to cope with desparate situations.
