The only thing that makes sense is that Hagoromo didn’t actually use a sealing technique, I believe he used a standard Chibaku tensei with a Rinnegan genjutsu to paralyze Kaguya And trap her. Similar to what Sasuke’s rinnegan did to the tailed beasts when he put them in a gen juts and trapped them in their own individual chibaku tensei’s.

Wasn't he always on Earth though? And he didn't create the Earth, it predates him because Kaguya was already on Earth before his birth. That was just a legend

As for Hagoromo using Rinnegan Genjutsu on Kaguya, at that time Rinnegan Genjutsu was not exist. Hagoromo's eyes just a normal KKM Rinnegan without any tomoes on it. His eyes is not similar to Sasuke's single 6 tomoes Rinnegan eye. The tomoes indicate that this kind of Rinnegan has some kind of Genjutsu power and Hagoromo's eyes lack something like it.
So you made a mistake into believing that Hagoromo is using Genjutsu on Kaguya. Logically speaking there is no way Genjutsu can work on Kaguya easily because if it can effect her Sasuke would already try to caught her inside one.

...is that the seals that Sasuke and Naruto placed on Kaguya's body is working on sealing Kaguya's Rinn-Sharingan. So Kaguya can no longer using her third eye power. If Kaguya is being caught inside Genjutsu her primary eyes ( Byakugan) should be affected and shown by manga but here as you can see only her third eye is being effected and shown. So that's not Genjutsu per se.

How Rinnegan Genjutsu works? The eye shape of the victims turning into the Genjutsu caster eye shape. But it never happened on Kaguya.
