Well, the Summoning Jutsu itself is C-rank. So you should be able to learn it. The problem is finding someone to teach you whatever it is you want to summon.

And any summonings not from the show have to be submitted as customs.

yes, but if you are of Jounin rank, your special summoning can be put in your bio and it will get approved there.
of course to make jutsus depending on that summon you need to submit them as customs

ok im jounin and i do a custom summoning i put it on my bio and maybe itll get approved but i didnt understand the "jutsu depending on that summon".

On the bio you state which animal will be your summon.
For example i have butterflies, so i put there:
"Summoning: Butterflies. "

but to actually summon them, i need to use either the jutsu HSN mentioned earlier or to make a stronger custom one on my own.

i have to use the lv C rank jutsu HSN mentioned
