I dunno. Gamabuta kept up with Shukaku pretty well. It would depend if the whole more tails you have stronger you are thing is true or not. Which I don't think it is. But Kurama is the strongest though.

Manda 2 and Gamabunta because of his ninja skills. But there are some that are half as good as tailed beasts, which is still an achievement. Hanzo's salamander, Katsuya and Manda 1 for example. And maybe Danzo's wind blower thing, but its major flaw is fire going into its mouth very easily so naw

Yea but he also said he wouldn't be able to keep fighting him or he'd die. I think the more tails, the more chakra. That would make sense. Just because someone has more chakra doesn't mean that they are more powerful.

It was effective because of the poison. It would be pretty hard for large summons like Bunta, Manda, and Katsuyu to avoid with all the air they must inhale. I'd go with the salamander, pain's dog, and Manda II being the strongest.
