What did Madara mean by summoning the moon here.

Are they gonna use universal pull on the moon or something?

He meant summoning the Gedo Mazou from the moon,not the moon itself.

I think its for the Infinite Tsukuyomi.

I doubt they would literally summon the actual moon...
