Hiei slides his body into the pool. Then he ducks his head under the water, and reemerges
Water is the element that promotes life. The Earth is about 70% water, and so are we. Water is free forming to its container, so it is very manipulative. It comes from the formation of two hydrogen atoms forming hydrogen bonds to an oxygen atom. It can be used from an environmental source, or by change of chakra nature, depending on the jutsu.
Water can be used in a variety of ways. It can be used to increase the spread of a lightning jutsu to consume many enemies. It can be used as a holding cell, via the Water-Prison Jutsu. It can be used to end opponents quickly, via the Water Gun Jutsu from the Hozuki clan. The possibilities are increasingly endless.
Water has a natural ability to extinguish flames. This gives water the edge over fire in our RP. In the same sense, puddles do not harm pebbles, so it's elemental weakness is Earth.

Now now, to start it off easy. Since you understand water, release your chakra through your pores, infusing it with the water particles, attempt to manipulate it towards your bidding. Try making small waves of water. Then release a small water blast and finally make a consistent but rather small shield of water.

Hiei closes his eyes, and beings releases his chakra, infusing it with the water. Next, rings start to form at Hiei and spread to the outer edges of the pool. Small at first, but readily gaining in size and speed until they start to splash water out of the pool.
The waves start to slow down, and then stop all together. Hiei then remains silent, but raises his hand out of the water. With a flick of the wrist, a small blast of water sprays outside the pool.
Hiei then raises both arms out of the pool, and a wall of water raises with them, effectively covering Hiei from all sides

Now, get out of the pool and stand still, concentrating on your Water chakra. This time again, start to release it through your pores, but this time infuse the chakra into the air. When utilizing your chakra with the particles within the atmosphere, you'll be creating a small and thin layer of mist. Then, start releasing even more chakra through your pores, infusing it again with the particles to thicken and enhance the mist, to a limit where you're not even able to see your own hands.

Hiei steps out of the pool
So it's like sketch paper. One layer can be seen through easily...
A thin mist starts to shroud Hiei, but he is still very much visible
...But the more layers you add...
The mist starts to thicken until you can see only a faint outline of Hiei's body
The less visible it becomes!
The mist is now so thick that it seems impossible to see through it.
But I do have a question about this jutsu, Kerrah-San. Would a powerful wind technique be able to blow the mist away?
