Preferably on water or very close to it.
The thing is, is it necessary?requires a large water source as the range can reach up to long range if the water source is not big enough the range probly lessens.
Lets say the ocean is up to mid range and your opponent is with in its vicinity then there is no need for a long range attack, right?

Not good enough, paper bomb may lead to argument as shark can attack from multiple direction plus it is an strong S rank attack...Get away from the water as it requires a decent sized water source. Also use paper bombs to disperse the sharks or exploding tags trap
Now to counter it the best thing is to avoid the strike of the first shark and avoid being dragged in.......... if unable to do coat your entire body with earth armour [S rank one], this way you will avoid physical damage but there is good enough chance you may drown....... so pray

You go on to create a pillar of water that goes on to launch your opponent high in the air, then you will create 5 sharks which charge towards the opponent, one of these shark then go onto devour your opponent and launch him in air one more time, then the remaining shark will force the enemy under the water where they collapse onto the opponent.
