That's exactly what I was thinking lol. He probably does the shape of the hand seal, but with less accuracy so he can switch to the next one faster. I doubt he can 16 in 4 seconds accurately and efficiently... ^_^

I've practiced my own-made hand seals like.. 4-5 years? :O And you can actually see my hand forms quite clearly, but I don't really want to debate with this xd

It took extremely long , you can't get an accurate sense of time from manga pages.. since it's after all manga pages.. Entire speeches happen in 1 panel, but does that say it's 1 second? no..

We mostly have to use judgement or rely on the anime for a sense of time.. and as you can see in the anime, it took a shit load of time to do 44 handseals

Anime is not a reference. They gave Hashiramas genjutsu to Tobirama. I can show you countless example who shows that anime sucks. Anyway even if it was the case, the scene with Itachi doesn't appear in the anime, so how can we judge it?

it's been said many times in the databook and manga

no it's not because he's that fast but because kishi doesn't want to fill 19482993 panels with handsigns + they almost never show all the handseals
to jutsus because it would take too much tome to draw them all.

Kurenai called it superhuman and kakashi said he was having trouble keeping up even with sharingan..

an imperfect 3 tomoe which was borrowed. part 2 kakashi had no problem with itachi 30% chakra (less chakra doesnt mena less speed)
