How you perform it (with as much detail as you can): After making the necessary hand seals, I concentrate my Suiton chakra out in the air, forming water. The water forms a dragons head and decimates the opposing Bunshin.
Alright first off, the advantages you have put down above are quite obvious and simple, though that is not what I wish to know, of course it does not need a water source, and it is easy to execute yes, but similar it is easy to counter. That is why you would use it in a combination with another technique, respectfully from another element that complements this technique, some techniques would be that of the earthen element to trap the opponent while the water bullet travels towards them. Again your disadvantages which you mentioned are also pretty straightforward, and about the countering, a doton technique is stronger than water yes, and it is a safe choice in most situations, though it is an obvious move and that is why the opponent will try and make you unable to perform doton techniques, just a little heads up in the future(Suiton: Teppoudama) - Water release: Water Bullet

How you perform it (with as much detail as you can): Tobirama starts manipulating the chakra within him to a cool, fluid, and quick chakra. A suiton chakra. As he manipulates the chakra in his gut, it travels up his body until it reaches his throat. He then spits out the chakra which is now a water ball.

Description: After waving the Tiger hand seal the user slams his foot to the ground, causing water to rise up and travel towards his target as a slicing jet.
Tobirama stands still as he starts to gather some Suiton chakra under himself. When Tobirama feels like he gathered almost enough, he flashes the Tiger hand seal and stomps at the ground. By using shape manipulation, he makes the water appear as a jet. By using chakra manipulation, he makes the water dense and sharp. The water then rises above from the ground, cutting through solid rock.
For combat purposes, I would use this attack if my opponent was on the ground, gathering chakra for an attack. I would use this if someone was also using the Hiding like a mole technique with the sensory technique. Definitely would not use this if someone was in the air, as they could easily dodge it with a Wind Stream attack.

As he gathers chakra, he feels cool, calm, mellow, and flowing, due to the chakra he is gathering is Suiton chakra. When Tobirama gathers enough chakra in his gut, it travels to his chest, past his throat, and in his mouth. Once in his mouth, Tobirama spits out the Suiton chakra he gathered with force. As he spits it out, due to him using chakra manipulation, it turns into compressed water, capable of shattering low ranking earth. After the chakra is spit out, it clashes against the ground, soaking and scarring it.
I would use this technique if someone was hiding behind a small earth defence [D-rank or lower], if someone was in the air [I would shoot them down], or if I was in the air and someone shot a vicious Katon at me, I could defend with this jutsu.

For this technique, I would only use it after I master Suiton, unless my Tobirama biography comes with one hand seal no water source Suiton. If I could use it, I would make it travel at the opponents feet, making the opponent dodge by jumping, or using another jutsu which would block his line of sight. After that is blocked, I would use a Doton to attack him from beneath or a Fuuton to blow him away.
