By changing its properties and characteristics to mimic water, chakra control is required depending on the size of the technique. The second stage is manipulating its shape. By manipulating its shape you can change the strength of the technique to however you desire. However it is said that it is easier to create water from an existing source or from one's mouth than it is to create it out of one's body.
So basically water can be made by manipulating the nature and shape of your own chakra to take on the characteristics of water. Your chakra control will vary depending on the scope of the jutsu and what you want to achieve with it.

Correct, but you create water by combining the atoms of hydrogen and oxygen to materialize it. How about you give it a whirl? Put your palms together and focus your chakra in it while imagining the feeling of water flowing down your back. Okay?

With this you can manipulate existing water sources to make waves, or manipulate it in any way you imagine. You can create water from your body or materialize it on the field to create shields and blasts etc. A versatile technique with a good range but the only problem is it's very low rank.

Description: This displacement technique creates a thick mist to spring forth by lifting up some water from either a pre-existing source or expelled from their mouth, then goes in and out of sight at will from within the pearly-white realm. The mist's thickness is controlled by the amount of chakra kneaded into it. It can't fool the Byakugan, but, due to the mist being created with the user's chakra, any Sharingan and Rinnegan-user will see the mist coloured by their opponent's chakra, which will effectively hide the user from the dōjutsu.
Note: Can be created through releasing from mouth or manipulating a nearby water source.
This is a technique where you are able to manipulate water to create a thick mist. You can either raise it from a water source or release it from your own body. The thickness of the mist and it's volume is up to you and can be manipulated by the amount of chakra you use. It can hide you from Rinnegan and Sharingan users but you can't fool the Byakugan and it's amazing chakra tracing abilities. This can be defended by using a wind release technique which is kind of the best way.
Anything with enough might to blow it away will serve. Tornadoes, gusts, waves. Not really, since the wind techniques you'll be using will be stronger than the mist in most scenarios, it won't be hard to blow it away. A technique where you materialize water and shape it as a sword. It is just as a metal sword which you can use to stab and cut like with any sword. Pretty simple. Remember that you cannot use other technique while you focus on this one. If you say use this technique and then want to channel lightning into it, it won't work since you can't manipulate multiple chakra natures at once. This requires focus to maintain.

Combinations/Strategies: If not used with lightning, the shark can be used with a mud technique to make it denser to cause more damage to the enemy and possibly restrain him. A wind technique could be used to increase the pressure damage of the water as well.
Ways to Counter: Move out of its range or block with an attack. Not sure if a earth wall would be fast enough to launch in time to protect it. You could also cancel it out by using the same technique.
Questions: With this jutsu, is it possible to infuse it with lightning in time? Like will you have enough time to infuse lightning if you wanted to? Given that you have a water source, can this technique be used in conjunction with another attack like a taijutsu move? In other words, if I decide to punch my opponent with my fist can I make the shark come behind him and hit him and thus resulting in a double hit?

- When on short range, and you have a water source, the element of surprise is great here. You need no seals, no movements, you simply focus on creating the shark. Remember while you manipulate the shark, you can't do other ninjutsu/elemental techs since the technique requires your focus. The same principle applies to all techniques.
- An extremely fast technique, and quite easy to conduct as well. Not much too it actually.
Combinations-strategies The shark can be as you said, infused with lightning to create more damage. Infusing it with mud, well I don't know how good of an idea that would be. The water would become heavier, more difficult to manipulate due to the added water. With wind, it can be pushed to race faster and deal even more damage. You can always use genjutsu to distract the opponent while you do the technique.
- The range. It is as small as it can be. With short range there isn't much you can do.
- Low rank. The rank of the technique isn't that big to actually be a technique which you will use more often.
Ways to counter: The best and safest way to counter this technique is using a D-ranked Earth technique to destroy it. It's the least costly way and the fastest. You can also use a B-ranked fire which is rather costly on your chakra. You can use a C-ranked wind technique since water and wind are neutral in order to destroy it. Lightning can destroy, one technique of the same rank can do it I believe but you stick to the three I mentioned earlier.
Questions: Yes you can infuse it with lightning, but it all depends on the technique you use to infuse it with. A fast technique can do it. You can firstly electrocute the water source and then create the shark, you'll have the same effect. And yes, you can make a taijutsu move while doing elemental ninjutsu, so yes.

It can still conduct lightning, it's still water only stickier. You would still be get caught in it. The best way to counter it is to use water to dilute the syrup and remove it's stickiness, or make a trench or something as you said. The lightning would affect him still. He is not on top of it, he is standing in it still but only not affected by it. While on the ground and channeling chakra to your feet, does it make you float a little above the ground? No. It decreases/increases friction making you go faster, attaches/detaches you from the ground etc. You are still touching it. I hope I'm clear.Strong points: I like that this is able to be used up to long range and that it is sticky enough to capture/slow the enemy upon successful contact. I wonder though how much effect lightning would have and if the user would be affected even if he had channeled chakra to his feet? Is this technique limited to the mouth or is it possible to use your hands? I see that it is a stream so instead of aiming at the ground, could this be used on your enemy to cover him in this syrup?
Weak Points: Besides the handseals, I think that it takes a little time to surround the whole field so your attention is probably focused on that while it is being done which could leave you vulnerable to attack however from its description, you don't have to go all the way to long range. This can be used in mid-range which is neat.
Combinations/Strategies: If you can't use lightning on this then I wonder if using wind to harden the syrup would make it more dangerous? Though I would suggest one would wait till the enemy is caught in it to harden it. Also I wonder since the syrupy water can be controlled as a water source and be used for other water jutsu? I was wondering if one is caught in it and using moving earth core once you notice your enemy is caught in it. Then if clones are summoned, as the moving core is rising, have the other clone descend from the air with a Rasengan or Big Ball Rasengan which would result the enemy to be crushed by the two jutsus.
Ways to Counter: Would it help if you channeled chakra to your feet beforehand, would it cancel out the effects be cancelled or would it not work and you would still be caught? Moving yourself off the ground would be ideal but you can't stay in the air for long. Maybe making a trench or hole in the ground would draw the water into it and rid the field of the syrup? If the opponent is on it even with chakra-infused feet, if you could slightly raise yourself above ground and using a lightning jutsu to charge the water would he affected by it since he is standing on top of it?
Perform it: Shin channels his chakra to his mouth and performs the Ram → Tiger handsigns. As the handsigns are done, Shin's chakra is molded and then he proceeds with spitting out water he infused with his chakra to make it adhesive. He spits it in a stream and concentrates it all over the field as it begins to fill the field. By increasing the flow of chakra to the technique and molding it into syrupy water, Shin is able to fill the entire field until it is all over the place.
Strong points: Good for short range fights, less chakra to waste than shadow clones, and they revert to water if you want which I assume can be used as a water source. If you time them right you might just be able to gang up on your enemy or at least confuse him.
Weak Points: Only 1/10th of my chakra and can only use water jutsu up to C Rank you say? -.- Why even bother using it then. Not to mention they can only stay in short range. The only way this would work is if you were attacking in short range so it might work if you don't know the shadow clone technique and this wastes less chakra. Any doujutsu user can see that this is a fake in our rp and considering there is a high ratio of Uchihas on NB, why even bother lol.
Combinations/Strategies: Can't think of other than the generic combo of water and earth to make mud, water and lightning, and fire and water to make steam. The C-Ranks limits you but I am sure there are better options.
Ways to Counter: Step into mid range Lol I was thinking of using earth to make them into mud then follow up with a fire jutsu to make them into clay but why waste the effort. It's better to take out the leader than the clones but depends how many there are. If there are about 2-3 then maybe I would think about knocking some of them out together. Fire and wind might work to take em out but it will take about two turns since they are 1/10th of chakra. Hrmm...how about crushing them between two slabs of rock. Should get rid of them if not absorb them into the water since they are made of water.
Perform it: Shin begins to channel his chakra and makes a tiger handsign to mold that chakra. The molded chakra then is released into water next to him and slowly begins to rise and take shape. Upon its completion the clone takes on the form of Shin and is ready to be used.
Strong points: Its range, versatility, and spinning power make it quite formidable in battle. I don't really know much more than that.
Weak Points: You need a water source which means if you aren't on water to draw the technique from then you are out of luck. I wonder how that would apply to Tobirama Senju and Mei Terumi bios. You have to be within close quarters of the enemy to be able to use this so may not be a good choice for people who generally don't like being up close.
Combinations/Strategies: This looks like a delicious technique to use in a pincer attack. As you draw close to your enemy with a jutsu you have the water fang bullet to attack from behind but wonder if the time frame would allow.
Ways to Counter: I think it was Kisame who used a water wall to block the attack (or was it Itachi?). One could also move into mid range.

Strong points: I like that this jutsu takes advantage of Kirigakure no Jutsu and blinds your opponent. So from that I assume that you remain concealed, bar exceptions, and can pretty much go in for the kill after that if you time it right. I wonder though why you must keep infusing chakra into the technique to keep the jutsu going. J2: Pretty much that. It has it's worth though in fights. You can always use it to divert the opponent, and in short range fights it's faster than the normal tech. You can make them turn into water and use them as a source for example.

After using hidden mist, you will manipulate the light within the mist as well as the mist itself to reflect the natural light in a way that blinds the opponent as long as he is in the mist. It can easily be countered by a wind technique but if you are quick enough you can prevent the opponent from doing that.
