The difference is that Tsunade's Ranshinsho PARALYZES the target's NERVOUS SYSTEM.
So Suigetsu won't be able to liquidize. Simple as hell.

Him being made out of water actually helps tsunade.

BPD aside, Suigetsu still has chakra and uses chakra like every other shinobi. Since suigetsu's chakra levels are unknown and tsunade score 4 + her seal in a battle like this where neither can kill the other it becomes a battle of stamina and i'd dare say that suigetsu loses a battle of stamina against tsunade.

Now ask yourself this, When he runs out of chakra what happens?

Does he lose his ability to liquefy, Or if he is indeed made out of water he most likely would lose the ability to hold a solid form, Meaning he would turn into a puddle thus most likely die.

She most likely can't block it by taking a swing to any of her body parts no, because it would obviously cut her, But she can stop it mid swing, Kind of like how hashirama stopped Madara's Perfect susanoo's swing

Due to her immense strength she could most likely quite easily stop the swing and just snap the sword like a tooth pick there and then.

And its powerful yet sluggish. IF suigetsu doesn't have knowledge of this then the blade shatters. However. Getting blood from somewhere works in his advantage as the blade grows back if it feels blood.

Taking in Exxars point, i think this fight depends on the area. IF it is a water rich area then suigetsu has the advantage. Now have to consider what happens to him when his chakra depleats
