I do not think Taijutsu alone would be enough to handle Suigetsu due to the fact that his body is like water and punching water is somewhat useless.

Suigetsu can take Lee on easily.

suigetsu took hits from bee and raikage and didnt die. he held off hachibi for a while and dueled with kisame.

Unless Lee has some type of hot and fiery move like Guy does in 7th gate(Afternoon Tiger) I don't see either winning.

But I'm leaning towards Lee because if Guy can evaporate kisames water that was like a river in the fifth gate Than lee should be able to do the same to suigetsus body with a move like Guys morning peacock.
