An ocean full of paper bombs might not be as powerful as a Bijudama but the not important question is can Suigetsu survive 10 seconds of non stop explosions surrounding him? He doesn't have Kumi nor any other life saving Mangenkyo Sharingan techs so I give this one to Konan, provided she set the field before hand like she did with Obito.

Konan's paper is special as water and fire don't seem to affect her in any way. This is proven during her confrontation against Jiraiya when he used the flame-oil bullet jutsu against her and when Pein used his water bubble jutsu to get rid of the oil that was on her body afterwards. Besides, considering she lives in a country where it rains all the time, she seems to have developed a paper "resistant" to water. hmm

Konan can also transform her body into many paper sheets able to create various objects out of paper. In one of my threads, I also stated that with her full potential she can also defeat Deidara.

lol at idiots thinking konan has prep. she never carried around explosive bombs, shown vs jiraiya. and her fist attack vs obito wasnt the 600 billion bombs, rather it was a suicide attack.
