I think of Jugo as superior. When he used Drowning Water Blob Technique, Jugo attacked without thinking, if he's using CM2 he'll be too fast even if reckless and has Chakra Blast Cannons. Furthermore, he only took like 5 seconds to recover. Suigetsu can be outlasted and to use his sword he needs to materialise.
But it can go pretty much either way, imo Jugo stands a decent chance.
