Suigetsu rank?

Suigetsu should be outside of ranking. He could survive Minato and Hashirama but might get defeated by Cee, Darui, Kid Kakashi, even Omoi might be able to do it if he was good enough.

(Suigetsu is my second favourite character. He's a purely situational ninja to fight.)

Something else caught my eye: "Besides the 9tails the Hachi is the strongest in the series and is on par with A." - on pair with A?

A is considered weaker than his father, the Third Raikage, actually he is weaker than him. As you know, the Third Raikage fought against Gyūki, alone, and both of them collapsed while fighting - I highly doubt that A can accomplish the same.

Also, another thing, one has to be born with a certain Nature (Fire/Wind/Lightning/Earth/Water) to actually use it. One can not learn it by just trying.

The reason why I said he should be able to easily is cause logically he should, the guy is literally made of water

Water with salt(Human beings) has ions which conduct electricty, therefore you would think suigetsu would be able to learn raiton techs easily, although i know this isn't the case, in theory it should be.

This is not the real world we are talking about, not everything is the same. Meaning, what was said in the Manga is the the law of the Naruto world - you have to be born with it, one can not use it by just simply trying to learn it.
