There are numerous plot holes regarding Suigetsu's statements:
1. Suigetsu said with the scroll they can rule the world. It's one thing to release the Hokages' souls from the Reaper it's another to reanimate them with Edo Tensei, since neither he nor Sasuke nor Jugo know Edo Tensei, how are they going to use them? and since he protested in reviving Orochimaru, what are his means of actually using their souls to rule the world?
2. In the first pannel of ch. 593 Suigetsu asked why Sasuke wanted to revive Orochimaru, then asked "And who is the ones who know everything?" assuming Suigetsu knows the Reaper has the souls of the previous Hokages (in connection with his statement of ruling the world) then at least he should have an idea who Sasuke wanted to talk to (The 4 Hokages) but he was completely baffled as to who Sasuke sought for just after the latter read the scroll to unseal the RDS.
3. Suigetsu said that if Sasuke took time to learn the power in the scroll, he could use it without the need of reviving Orochimaru, but like I pointed out, how would they use the souls if they can't reanimate them because they do not know Edo Tensei? so it would be proper for Suigetsu to tell Sasuke to learn to use the scroll and learn Edo Tensei and not the power of the scroll per se.
