1. Jugo - He already demonstrated he can beat him in the manga cannon
2. Sakon/Ukon + Jirobo - They can't hurt him, outside of Jirobo chakra absorbing him, but pinning down a Suika no Jutsu user isn't happening, so Suigetsu should eventually win
3. Chojuro - Chojuro's sword seems to have some type of suppression properties when stabbed into a person so perhaps Chojuro could win, but whether Chojuro or Suigetsu is overall more skilled is hard to tell. If I had to guess i'd consider Suigetsu more skilled, but Chojuro does have the better blade, so i'm not sure who wins this.
4. Start of Part 1 Kakashi w/o sharingan - Kakashi has Raiton to counter Suika no Jutsu, so he should be able to take down Suigetsu.
5. Start of Part 1 Kakashi w/ 5 minutes of sharingan - Same as above
6. Neji Hyuga - Really has no way to hurt Suigetsu, so he should eventually loose
7. Konohamaru, Ebisu, Iruka - Have no way to hurt Suigetsu so they loose
8. Anko Mitarashi and Ibiki Morino - Have no way to hurt Suigetsu so they loose (unless Twin Snake Mutual Death works, in which case Anko sacrifices herself for them to irk out a win).
9. Rock Lee and Tenten - Tenten has Raiton w/ Banana Fan so perhaps they could win, if that Raiton charge can be maintained, though that seems doubtful considering the toll the Fan usage takes on the user, so Suigetsu should win w/ Suika no Jutsu at least going by feats.
10. Asuma Sarutobi - No way to hurt Suigetsu so he should eventually win
11. Choji and Shikamaru - Again no way to hurt Suigetsu so he eventually wins; though Shikka might asspull some type of 200 IQ strat that allows him to circumvent Suika no Jutsu.
12. Part 1 Sasuke 2/ Curse Mark Level 2 - He can use Raiton to take down Suigetsu.
