I honestly don't see how this is the wrong section. Just because there's a section which this could otherwise go in, doesn't mean this is the wrong section. He's asking a question related to the site, so instead of saying things like "wrong section" or "dun spam derp" you could give an appropriate answer.
As for the question, you could do something which pertains to roleplaying a'la Konoha Town. Sure it's not battling or anything, but you can get practice in for just general roleplaying instead of fighting. There's so much you could do while you wait, but really it's just a waiting game.

@Bedlington - Like alternative mentioned, there is plenty to do around here. You can chat with some of the people here and might make some friends. You can always ask for advice and get some helpful hints.
It would be wise in the meantime to get some posts and get a couple ranks under your belt. That will allow you to use higher techniques and be able to be taught higher ranks in training. Get yourself known (the right way); put yourself out there. Make a fun RP thread and watch people reply. Sometimes the best fun is when you don't plan on it.
You can look at the senior member's bios and see what you can improve on and what you would aspire to be/learn.
If you like the manga/anime, this is a great time to catch up. If anime you can watch all the shippuden episodes free on hulu or download them here (i dont think you can download old episodes; never worked for me xd). If you like the manga, you can read all the episodes you want and get caught up.
If you want to learn a certain element learn everything you can about it from whatever sources you can get your hands on. YOu can ask the more experienced members their advice on a certain elements or their experience(another great conversation starter). Talk, talk, talk basically.
There is also the art section like AMV's, drawing, graphic art like sigs, avatars, etc. There are also other sections like the game, music, Tv, and other mangas like fairytale (etc.).
You can even go to the Konnichi Wa! section and greet the newcomers like yourself.
