most people are capable too! though here, there is a MS test (they say it opens once in 6 months) to provide the mangekyou.
I think there should be tests every month for it so that the people get better chance. i mean c''mon ! GOD know when we will have another MS test >.>​

I disagree. MS is one of the most powerfull cannon abilities to possess, its not something to actually be spreading around.

The tournament also showcased people who believed they were capable and in the end only Pervy was capable of obtaining it.
