I love the idea and concept of the Fill Up Bubble contest. When I've heard of its idea, I find it very captivating and easy to play which could easily become a popular contest. Now, that 2 weeks have passed - I kinda see what to expect from this contest and what are its flaws. And here's the main flaw/difficulty - the main objectives to crack up jokes is far from easy to achieve. I'm not saying this on my personal but rather general view as the submissions are on pretty sub-par level as noticed by many.
Yes, it depends on the Page choice but frankly, even if sometimes, the Page will be easier to work on - that problem will be quite recurrent as time goes. I think the major problem to me is that one page isn't enough to create an atmosphere for the page, present an idea and subsequently induce proper jokes into it.
What I'd suggest will be to extend the Pages proposed. For example - instead of proposing to fill up the Page 10 of a Manga chapter, you give Page 8, 9, 10, 11 & 12 to fill up of the same chapter.
This will give more room to create a story and subsequently, develop a gradual more polished humour.
If you're an FF writer or a writer simply, you'll surely agree that, when your chapter length increases, it's far more easier and effective to put and blend different elements (mood, development and humor) in it than telling you to pack everything in 10 lines.
Frankly, I'd like if it's one complete whole chapter to fill up but perhaps, this will be a bit too demanding for non-writers or will take too much time. So I'd suggest that you extend it to like 3-5 pages.
Here's an example to see how the humor is so more impactful if the story is more long and more developed.
Sure, this will take more time but I think it will help in providing more polished results.
There's a poll that I'm posting to see what are your views on extending the Pages No.
NOTE: if it's only 5 pages, then the Contest will be Bi-weekly (One week submission and one week of voting)
If it's a whole chapter, then the contest will become a Monthly one (20 days submissions and 10 days Voting)
